Hey first I want to make sure you're talking about Washington State University and not University of Washington - Seattle. If you're talking about Washington State University, your SAT and TOEFL doesn't need to be extremely high. And actually there are lots of similarly ranked schools that don't require SAT at all. So I think if you choose Washington State University or a similar school, the plan you mentioned will work.
But if you are thinking about University of Washington, you should not wait until your 12th grade year, you should start preparing now, because the requirements are a little high.
